Allows clients like `cosmic-applet-input-sources` to show which layout
group is active and update it. Currently this is implemented by update
the `xkb_config` to change the layout order.

image-copy: Use abstraction that's now provided by Smithay
...
This doesn't change much, since the Smithay implementation is based on
the `cosmic-comp` version, but made more generic. We provide our own
implementation for our workspace capture protocol, but otherwise Smithay
handles the boilerplate now.
This should not cause any change in behavior.

If we want to use the `org.freedesktop.a11y.KeyboardMonitor` protocol on
Pop!_OS, there is no need to support the Cosmic-specific protocol that
requires an `at-spi2-core` patch.

Update Smithay
...
For the `drm` protocol, we can't construct an `ImportNotifier`, since
that is specifically based around `ZwpLinuxBufferParamsv1`. So we need a
new method for importing with that protocol.
This could be improved, but should match current behavior.

We'll probably want to add support for `cursor-shape-v1`. Not sure about
`wlr-data-control-unstable-v1`. But this just updates to work with the
latest smithay commit for new.
