Rename "inner size" to "surface size" (#3889)

* Rename `WindowEvent::Resized` to `SurfaceResized`
* Rename `InnerSizeWriter` to `SurfaceSizeWriter`
* Replace `inner_size` with `surface_size`
* Rename `resize_increments` to `surface_resize_increments`
