api: make EventLoopProxy wrap an opaque type

Browse source 
The proxy is intended to be Clone, thus use `Arc` for it internally and
don't require backends for it to be `Clone`. Use `EventLoopProxyProvider`
to hide the backend's proxy implementation details.
